Description
The LEADER Programme for the 2014–2020 period is the fifth consecutive programme implemented in the region by ANKO S.A., following the bottom-up approach to development planning. It covers all local/municipal communities within the Regional Units of Kozani and Grevena, with the exception of the Municipal Communities of Ptolemaida and Kozani.
The programme supports the following types of actions:
Public-sector interventions that contribute directly or indirectly to the development of the local economy, such as:
Recreational infrastructure
Public space regeneration
Tourist information and small-scale tourism infrastructure
Support for cultural events
Investments related to culture, preservation, restoration, and enhancement of cultural and natural heritage
Environmental awareness actions
Private-sector interventions aimed at strengthening the secondary and tertiary sectors of the local economy, including:
Investments in the processing, marketing, and development of agricultural products resulting in agricultural or non-agricultural outputs
Investments in the tourism sector
Investments in crafts, small-scale manufacturing, post-processing production, and commerce
Investments in service provision to support the rural population

The total programme budget, including additional credit allocations, amounts to €9,346,500. As of the end of 2022, a total of 101 contracts had been signed, comprising 40 public works and 61 private investments.
Result

Development of local entrepreneurship and promotion of the identity of local products within the framework of diversification and enrichment of the productive base of the area, promotion of innovation to improve competitiveness and increase the added value of the productive system of the area, improvement of quality of life through the protection and enhancement of the natural and built environment.

Description
The intervention area of the local development programme includes the Regional Units of Kozani and Grevena. The area covered under the Fisheries and Sea Operational Programme (EPALTH) includes settlements surrounding the artificial lakes of Polyfytos and Ilarion.
The programme supports the following types of actions:
Public-sector interventions that contribute directly or indirectly to the development of the local economy, such as:
Infrastructure that enhances the role of fisheries and aquaculture in the sustainable development of the intervention area
Infrastructure to encourage tourism activity

Description
The project involves 19 partners (Local Action Groups), coordinated by the Development Agency of Heraklion (ANHER S.A.). The actions included in the project, either jointly implemented or individually, are as follows:
1. Digital Application
Study for the design of new gastronomic routes, linking regions with their local products and historical background.
Development of interterritorial, interregional, and transnational packages to support the creation of a mobile application based on the study.
Mapping of routes and local products, through integrated visit proposals in selected areas, including recommended activities and events, with a focus on authentic local products and the gastronomic culture of each region. Each LAG will propose two routes, while in the Cyclades, due to the large number of islands, eight routes will be developed.
2. Thematic Workshops
Workshops with farmers and local entrepreneurs, focusing on the concept of “honest (authentic) products”, organised by zone/region at the local level.
3. Publicity and Awareness
Public awareness actions, including the creation of a website, a central promotional event, and other communication activities.

Since 2008, the Enterprise Europe Network (EEN) has been the world’s largest business support network, comprising over 450 partner organisations, 3,000 specialised professionals, and 17 expert groups across key business sectors. It is funded under the Single Market Programme (SMP).
The Greek node of the Enterprise Europe Network is a national network for integrated business support, currently consisting of 16 organisations distributed across the country. These organisations are active in the fields of innovation, technology transfer, and international cooperation, offering extensive experience, deep knowledge, and high-level expertise in entrepreneurship and innovation at both local and international levels.
ANKO S.A. is the only Greek development agency that is a member of the European network, having joined following a rigorous evaluation process based on qualitative criteria. ANKO provides a wide range of information and advisory services to SMEs on a daily basis and actively supports extroversion and innovation initiatives for the benefit of businesses in Western Macedonia.

ANKO S.A. served as the Regional Branch of the Intermediate Body (EFEPAE – KEPA-ANEM) in Western Macedonia, for the implementation of Operational Programmes of the Ministry of Development and the Region of Western Macedonia, aimed at financing private investments.
Within the framework of this cooperation, ANKO was responsible for the following activities:
Promotion of press releases, advertisements, informational material, and general publicity of the programmes managed by the Intermediate Body (IB) through the media.
Support to the IB in organising informational events.
Press monitoring and forwarding of relevant clippings to the IB.
Provision of information and distribution of materials at ANKO’s offices, as well as support to potential and actual beneficiaries via in-person meetings, telephone, email, post, or courier.
Publication on ANKO’s website and social media of calls for proposals, new announcements, events, and all relevant activities related to the programmes managed by the IB during the 2014–2020 programming period.

The Strategic Development Plans of the Regional Units of Western Macedonia, specified at the municipal level, are designed to address both current and future needs, based on techno-economic data. These plans aim to support the construction of necessary infrastructure as well as the broader economic and social development of each area.
Each Master Plan includes the following components:
Assessment of the current situation at the level of Municipal Units (MUs), in terms of economic, business, and social activity.
Inventory of all projects implemented or under implementation in the Region, per MU, regardless of the funding framework.
SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) for each MU.
Identification of key actions under each Priority Axis, including specific projects and proposals for their funding and implementation.
Presentation of available funding instruments for actions and projects within each MU.
Proposals for the establishment of an organisational structure to implement the objectives of each MU, ensuring effective monitoring and coordination among stakeholders, with a clear description of roles and responsibilities.
Proposals for the establishment and implementation of a monitoring and evaluation system to track the progress of proposed actions at the levels of MU, Regional Unit (RU), and the Region of Western Macedonia as a whole.

Elaboration of a viability technical study for the settlements of the Municipality of Amyntaio declared in a state of emergency.

Description
This study was conducted in response to the problems caused by the landslide at the Amyntaio lignite mine in 2017, which significantly altered the geographical landscape of the area and created new conditions for the settlements located within the broader mining zone.
The consequences of these activities have direct, indirect, and long-term effects on the current and future viability of the settlements of Anargyroi, Valtonera, Fanos, Pedinos, and Rodonas, all within the Municipality of Amyntaio. These impacts affect the socioeconomic environment and the sustainability of the communities.
The study addressed the following thematic areas:
Dimensions and methods for assessing settlement sustainability
Analysis of key characteristics of the settlements affected by landslide phenomena
Spatial planning and anticipated changes in the wider area
Economic development of the settlements within the study area
Natural environment of the broader region and sources of pollution
Residential organisation of the settlements in the study area
Key components, prioritisation of actions, and a proposed action plan for the sustainability of the affected settlements

Elaboration of an operational plan of the Special Development Programme (SDP) of Western Macedonia for the period 2017-2021.

Description
The Operational Plan covered the period 2017–2021 and constituted a continuation of previous implementation phases of the Special Development Programme (SDP) of Western Macedonia. During these phases, modifications were introduced regarding both the calculation method for the final amounts allocated to the local community and the distribution mechanism.
The main objective of the plan was to ensure synergy and complementarity with other funding mechanisms activated during the same period.
The contents of the Operational Plan included:
Brief presentation of the Region of Western Macedonia, with a focus on the Regional Units of Kozani and Florina
SWOT analysis, identifying strengths, weaknesses, opportunities, and threats
Formulation of the Special Development Programme for the Region of Western Macedonia for the period 2017–2021
Result

Rational management of the Special Lignite Research and Exploitation Rights Fee, substantial contribution to the development of the application areas and especially the lignite areas, particularly during this period of de-lignitisation and transition to a new productive development model, creation of conditions for increased employment and income generation and improvement of the quality of life of the residents of the area.

Description

ANKO, in collaboration with CERTH (Centre for Research and Technology Hellas), undertook the implementation of a project on behalf of the National Centre for Environment and Sustainable Development (EKPAA). The project included the following components: Institutional and administrative preparation for the transition of Western Macedonia to a low-lignite dependency regime Technological requirements and prospects for supporting the transition to a low-lignite economy Analysis of the potential of the primary sector and processing industries as part of the effort to diversify the regional production base Strategic transition plan for Western Macedonia towards a low-lignite future.

Result

Formulation of a plan – elaboration of proposals for the smooth transition of Western Macedonia to a new productive model.

Implementation of actions for the promotion of the UNESCO Global Geopark of Grevena-Kozani.

Description
The Grevena–Kozani Geopark was officially included in the UNESCO Global Geoparks Network on 21 April 2021. It represents a significant development asset for the Region of Western Macedonia, with its geoheritage serving as a key driver for the promotion of the area’s productive, cultural, and natural environment.
Within the framework of a Memorandum of Cooperation for the support of Greek Geoparks included in the UNESCO Global Geoparks Network, the Natural Environment and Climate Change Agency (OFYPEKA) signed Programme Agreements with each of the designated Geoparks.
For the Grevena–Kozani Geopark, whose coordinating body is ANKO Western Macedonia S.A., the agreement provides for the promotion and enhancement of emblematic geosites, as well as broader actions to raise awareness and visibility of the Geopark as a whole.
Specifically, the following actions are foreseen:
Promotion of emblematic geosites, including the Valley of Messio Nero and the Portitsa Gorge
Production of informational and environmental interpretation materials for the Geopark
Procurement of equipment to support the Geopark’s operations

Promotion of the Grevena – Kozani Geopark as a development resource of Western Macedonia that can contribute to the integrated and sustainable development of the area.

Description
The project involves 7 partners from 6 countries (Italy, France, Spain, Hungary, Cyprus, and Greece), led by PRISM IMPRESA SOCIAL S.L.R. (Italy), and is funded under the SMP-COSME programme.
ANKO participates in all work packages and acts as the lead partner for Work Package 5, titled:
“Development and Promotion of Experiential Routes Based on Circular Tourism.”
As part of the project, ANKO has launched an open call to businesses in the Region of Western Macedonia to participate in the following activities:
80-hour training seminars focused on personalised consulting and support for the development of circular entrepreneurship
Consulting and certification of sustainability tools and methods
Participation in at least one transnational field visit to the other participating countries
Support for the creation of circular ecotourism routes
Participation in an innovation competition
Result

Improvement of the capacity of tourism enterprises and community ecosystems of the European Union for the implementation and promotion of sustainable strategies and practices in circular tourism, as well as strengthening the transition process of tourism SMEs by increasing their capacity to apply sustainable and circular principles and standards.

Description
This project is funded by HORIZON 2020 and is being implemented in four transition regions of the European Union: Ruhr (Germany), Emilia Romagna (Italy), Lower Silesia (Poland), and Western Macedonia (Greece).
The thematic focus for Western Macedonia includes the following areas:
Digital simulation of real-world data (Digital Twin) to optimise multiple electric energy storage solutions and multimodal electric bus operations in public transport systems across the urban and peri-urban areas of Kozani
CO₂ capture and emission reduction technologies for green and fair agri-food supply chains
Establishment of a new open lab to facilitate the digital transition of Kozani into a smart city, integrating circular economy principles within the framework of Smart Urban Mobility and the digital economy
Feasibility studies are being prepared for the above topics. In collaboration with the Institute of Sustainable Mobility and Transport Networks (IMET) of CERTH, which is also a project partner, ANKO will organise workshops involving stakeholders from the Quadruple Helix (Academic and Research Community, Business Sector, Public Administration and Local Government, Civil Society). The ultimate goal is the co-creation of Action Plans addressing the above thematic areas.
Result

Implementation of electromobility in public transport, reduction of CO2 emissions and creation of conditions for the transition of the city of Kozani to a ‘Smart City’ through the use of digital technology and application of circular economy principles.

Development of intelligent integrated systems, testing and validation of technical solutions in the fields of buildings, transport and energy saving through ICT, as well as innovative business models.

Description
STARDUST is the first approved project under the Smart Cities and Communities thematic area of the Horizon 2020 programme to include a Greek city—Kozani.
Over the coming years, the project will serve as a bridge between “Lighthouse Cities”—Pamplona (Spain), Tampere (Finland), and Trento (Italy)—and “Follower Cities”—Kozani (Greece), Cluj (Romania), Litoměřice (Czech Republic), and Derry (United Kingdom). The aim is to foster synergies that will lead to the development of studies and projects enabling these cities to become smart and environmentally sustainable.
The three Lighthouse Cities, in collaboration with innovative SMEs, research institutions, and other relevant organisations, will develop integrated smart systems, test and validate technical solutions in the fields of buildings, transport, and energy efficiency through ICT, and design innovative business models. These will be compiled into replicable plans for the Follower Cities and other cities across Europe.
The project involves 29 partners from various EU countries, including the Municipality of Kozani, with ANKO acting as a subcontractor for specific tasks.
ANKO’s responsibilities include:

Promotion of the bioeconomy at regional level with a focus on agri-food and in particular on supporting enterprises in the bioeconomy sector.

Description
The project, funded by INTERREG EUROPE, was initially implemented in two phases by 11 partners from EU member states (Finland, Poland, Slovenia, Spain), including CERTH – Thessaly Branch and ANKO from Greece.
During Phase A (3 years), the project focused on interregional exchange of good practices, along with communication and dissemination of results, which led to the development of regional action plans. These plans were implemented during Phase B (2 years).
Subsequently, ANKO, in collaboration with two Finnish partners (Kainuu Region and Helsinki-Uusimaa Region), carried out Additional Activities under the Pilot Actions of the BRIDGES Regional Action Plan. These activities resulted in:
The mapping of the dairy value chain in the Region of Western Macedonia
The formulation of regional policy recommendations related to the Smart Specialisation Strategy (RIS3) 2021–2027
Result
